Traffic Implications for Clane

Motion


That the council assess the traffic implications for Clane with the anticipated opening of the Sallins Bypass link to the N7, and the number of Strategic Housing Developments (SHDs) with higher-density, car-dependent elements being proposed at peripheral areas around the town.


Report


Mr Halton informed the members that the proposal could be added to the list of projects to be considered by the Roads Design Section. He stated that the prioritisation of projects would be examined as resources became available but currently, there were no resources available for this work.


Debate


The following points were raised by the members:


  • The report should have been provided in writing to the members prior to the meeting

  • Whilst there was a constraint on council resources, what processes or contingencies did the council have if problems arose when the Sallins Bypass opened?

  • It was felt traffic congestion was being moved from one location to another

  • The primary concern was Alexandra Bridge as it was not fit for purpose, and had the council expressed their concerns regarding the bridge to Transport Infrastructure Ireland (TII)

  • A long-term vision for Alexandra Bridge was needed

  • Clane would become the bottleneck of the county once the Sallins Bypass was completed

  • The Ring Road would not alleviate the bottleneck in Clane

  • It was important that traffic flow data was monitored to provide up-to-date traffic flow statistics; this should be carried out a month into the opening of the Sallins Bypass.

  • Could a feasibility study be carried out

  • This item should be put before the plenary council


The District Engineer Made the following points:

  • A feasibility study was not within the remit of the Municipal District Office but the Municipal District Engineer would liaise with the Roads Section in relation to having one carried out

  • From observation, a traffic count was carried out on the Sallins Bypass before Christmas, but the result was not yet known

"Resolved on the proposal of Councillor McEvoy, seconded by Councillor Weld and agreed by all members present that the report be noted and the District Engineer liaise with the Roads Section with regard to having a feasibility study carried out and this motion be referred to the plenary council on behalf of the Clane-Maynooth Municipal District Committee."
